Who are SMEs? – SMEs Definition from Legal Perspective

SMEs in Viet Nam are defined by two criteria: the annual average number of workers, and the total value of the enterprise’s capital (or its total revenue in its balance sheet). These criteria are applied differently to two main sectors:

1. Agriculture, forestry, fisheries, industry and construction

2. Trade and services.

 

SME definition


Micro-enterprise

Micro SMEs in Agriculture, forestry, fishing, industry and construction sector should have an average of no more than 10 employees a year participating in social insurance and their total annual revenue is no more than VND 3 billion or its total capital is no more than VND 3 billion.

Micro-enterprises in Trade and services sector should have an average of no more than 10 employees a year participating in social insurance and their total annual revenue is no more than VND 10 billion or their total capital is no more than VND 3 billion.

Small enterprise

Small SMEs in Agriculture, forestry, fishing, industry and construction sector should have an average of no more than 100 employees a year participating in social insurance and their total annual revenue is no more than VND 50 billion or their total capital is no more than VND 20 billion, but not a micro-enterprise as prescribed above.

Small enterprises in Trade and services sector should have an average of no more than 50 employees a year participating in social insurance and their total annual revenue is no more than VND 100 billion or their total capital is no more than VND 50 billion, but not a micro-enterprise as prescribed above.

Medium enterprise

Medium SMEs in Agriculture, forestry, fishing, industry and construction sector should have an average of no more than 200 employees a year participating in social insurance and their total annual revenue is no more than VND 200 billion or their total capital is no more than VND 100 billion, but not a micro-enterprise or small enterprise as prescribed above.

Medium enterprises in Trade and services sector should have an average of no more than 100 employees a year participating in social insurance and their total annual revenue is no more than VND 300 billion or their total capital is no more than VND 100 billion, but not a micro-enterprise or small enterprise as prescribed above.
